Liberalisation in the Rail Transport Sector

 

 

Rail market opening, has been pursued through three consecutive legislative packages in 2001, 2004 and 2007. Wherever market opening has taken place, it has had a beneficial effect for rail transport. Rail freight markets that have been entirely open since 2007 are the prime example. Wherever, Member States have implemented existing legislation adequately, the market share of rail freight has increased considerably.

Unfortunately, existing legislation has not been implemented evenly or sufficiently across the EU as the ongoing infringement procedures against a vast majority of member states demonstrate. UNIFE supports an adequate implementation across all Member States that will facilitate cross-border transport and market access.

 

In addition, existing legislation on market access and charging, rail related services and the role of regulatory bodies should be reviewed to strengthen competitive railway transport even further. This should also include a market opening for domestic passenger transport.
