The Future of Transport

The Commission plans to publish a new White Paper on Transport in 2010. This paper should replace the 2001 White Paper on Transport and lay out the transport policy framework for the coming decade. UNIFE regards this as a highly important exercise. The transport sector will have to face a number of challenges in the coming years, that the right policy framework can help to meet.
The most important challenge for the transport sector will be that of CO2 emission reduction. Otherwise the transport sector will eliminate all savings from other sectors such as energy in the future. For that clear emission targets for the entire transport sector should be set. Also, in order to meet these targets, modal shift to rail as the most environmentally friendly mode of transport should be necessary.
This modal shift should be achieved amongst others through an adequate pricing and taxation policy for all modes of transport, internalisation of external costs, liberalisation of the railway sector, and technological advance.
