About the Group
The UNIFE LCC Working Group, made of representatives of the European rail supply industries, aims at a common understanding of LCC concepts accepted by all parties involved in the railway transport business, and to propose a standard software for the collection and exchange of LCC data.
A Co-ordination Group chaired by Mr. Karl-Heinz Münch (Siemens, karl-heinz.muench@vt.siemens.de) oversees the three working groups.
The group has envisaged four documents, which are now all complete. They form the UNIFE Guidelines for Life Cycle Cost.
Volume I "LCC Terms and Definitions for Rolling Stock"
Purpose: The UNIFE LCC working group aims at a common understanding of Life Cycle Costs concepts by all parties involved in the European railway transport business. This common understanding is particularly important, as LCC is the tool to improve products and systems for rail transport, and as it is becoming more frequently used in tenders and specifications. Draft I should be considered as an introduction, based on the European standard EN 50126 and intended to:

define the RAM related terms according to relevant, international standard |

give quantitative measurements of these terms |

show the distinctive features and properties of these terms |
 |
propose preference terms and their figures of merit |
 |
get a common understanding of these terms |
UIC and UITP agreed to Draft I in November 1998.
Volume II "LCC Terms and Definitions for railway systems"
The terms to be defined shall cover the field of RAMS and LCC Engineering for Total Railway Systems. The purpose is:

to limit the variety of definitions of terms and FOM's (Figures of Merit) used in international specifications |

to get a common understanding of these terms and FOM's |
 |
to propose preference terms and their figures of merit |
 |
to propose preference terms and their figures of merit |
Mr. Pierre Dersin (Alstom) chairs this subgroup. The text was finalised in October 2001.
Volume III "LCC Interface Software Model"
Purpose: To improve the collection and exchange of LCC data. The goal is to define an example of an European common software model that can be used by systems integrators and system suppliers and that eases the communication of LCC data to customers.
Mr. Ulf Kjellsson (Bombardier Transportation) chairs this subgroup. This subgroup has worked very efficiently and two softwares, UNILIFE and UNIDATA are ready. They have been integrated in the UNIFE guidelines as an example of a LCC interface software applying the UNIFE Guidelines.
Volume IV "Validation and Field Data Assessment"
Purpose: To get an understanding about relevant field data, demonstration of the operational performance. The goal is to define:

Figures of Merit for contracts to specify reliability, availability, maintainability of TRS |

a basis for a common assessment of systems under consideration |

the demonstration process of operational performance |
 |
the procedure of gaining relevant field data; if applicable, this includes software |

how to deal with figures out of statistical analyses |
Mr. Michael Eberlein (Siemens) chairs this subgroup. The final text has been approved in November 2001.
The complete UNIFE guidelines on LCC are now in the members area of the UNIFE website. They will be moved in the beginning of 2002 to the public pages.
