UNIFE Feedback to Call for Evidence – Military Mobility Package

In September 2025, the European Commission launched a public call for evidence to support their proposal for a Military Mobility Package. The European Commission’s Military Mobility Package, due end-2025, is expected to include:

  • A proposal for a Regulation that will establish a new regulatory framework to harmonise national procedures and rules and introduce emergency measures to ensure uninterrupted military movements in Europe.
  • Targeted amendments of existing EU legislation aim to address issues affecting military mobility.

UNIFE welcomes the call for evidence to identify and overcome the many barriers to military mobility which remain throughout the EU, hindering the movement of military forces by regulatory, infrastructure and capabilities gaps. In contribution to these objectives, UNIFE has identified a set of recommendations and actions to address the existing barriers and gaps seen from the view of European rail supply industry within the following areas:

  • Regulatory Aspects: we suggest actions to be taken in the areas of public procurement to ensure European technological sovereignty, the simplification of rail vehicle authorisation, securing rail R&I in the next Horizon Europe, the clear definition of military requirements and common definitions.
  • Limited and Vulnerable Infrastructure: we suggest to accelerate harmonised operation and ERTMS deployment, a coordinated FRMCS deployment, the advancement of satellite technologies, addressing bottlenecks on key corridors, solutions for secure and resilient infrastructure as well as the definition of fall-back solutions.
  • Available Assets and Gaps in Optimal Use of Existing Assets: we suggest to safeguard funding to fulfil the actions of the Military Pledge 2024 providing support for modernization, refurbishment and maintenance as well as the continuing investment in rail freight technologies.
